El Dorado Hills 700 MHz P25 Trunked System?

I am planning a trip to Sacramento for later this month and I see El Dorado Hills Fire Department has a license for a 700 MHz P25 Trunked system and that they sent a required notification to the FCC in 2015 saying the system had been constructed. Anyone in that area happen to know if that is true? Is this system on the air?
