I can't speak for other agencies, but the OPP cannot do individual calls on Fleetnet.

Way back when during training, the OPP were using I-Calls and even phone patches.

They might have removed the ability during a subsequent reprogramming of the radios but initially they were there.

The officer would hit their "Call" button and the dispatcher would Private Call them back.

The phone patches were setup by the dispatcher and just consisted of a Private Call between the dispatchers phone call and the officer in the car.

I did notice some MTO units had Private Call capabilities but this was a long time ago. Never heard it used though.

Just my $0.02 on the subject. I've been monitoring the London Fleetnet site with various versions of Trunker since the site came online, and almost 24/7 over the last 4 years. I've never seen one I-Call used. I also heard, back in the early days, some of the surveillance guys playing with their new radios. Encryption on, encryption off. What does this button do etc, etc. Then they got to wondering 'Does the Comm Centre monitor this talkgroup?' So they called the Comm Centre and guess what.... no reply. I also heard them talking about it again later and they mentioned how these talkgroups were not monitored or recorded. I can only vouch for the talkgroup I was listening to at the time but I would have to think that to be typical. It's also not uncommon for the surveillance guys to carry a 2nd radio for CPIC queries and such. I've heard guys in London mention that they carry a LPS radio to run checks.

It generally refers to circular travel, as in spin the block, spin the lot.
Not to get nit-picky, but "spin" can also mean a surveillance operation. I've heard surveillance vehicles refered to as "spin cars" before.

Spin is to place somebody under surveillance.

The guys that hang around the CISO channels are known as "Spin Teams".
