I was on a cruise visiting cities in Italy, France and Spain. I submitted info to RR on what I found. Unfortunately, public safety in France and Spain appear to have gone to Tetra and I found no traces of them in analog (or P25 for that matter). I did hear some P25 encrypted traffic in Naples on the 149 MHz area. I found a lot of digital traffic (non-P25) between 168 - 174 MHz in the Cannes, France area that my 396xt could not decode. For all I know it could have been DMR.

Public safety in Italy is still mostly analog but some agencies are moving over to Tetra, such as the Rome municipal police. Here is a band breakdown of what I found in use:

Carabinieri: 424 - 428 MHz FM
Polizia di Stato (State Police): 77 - 80 MHz FM
Italian Fire Brigades: 73 - 75 MHz FM
Forestry LE: 170 - 174 MHz FM
Local LE appear to be mostly VHF (150 - 174 MHz) with some UHF as well FM
Amateur Radio: UHF 430 - 434 MHz and VHF 144 - 147 MHz
