There shouldn't be, Windows detects what the device is when it is connected and uses whatever driver is appropriate.

What month is it?
If I have USB issues, first I disconnect the device(s)
Then go into Device manager, make sure to check the hidden devices box (view/show hidden devices)
Right click on the ones in question.
Uninstall device.

Try again - Windows will P and P it and this almost always fixes it, unless there is an actual hardware fail (or I suppose bad driver)
If driver, choose the update driver to see if that'll work.

So you're asserting that if I plug "device A" into "USB 1", and plug "device B" into "USB 2", then disconnect both devices and plug "device B" into "USB 1" there will be a device-driver conflict?
Sometimes devices are not addressing themselves properly to Windows, or if it Windows that have a problem, so that drivers get interchanged and needs it to be reinstalled, and sometimes all drivers for that port needs to be cleared and when you insert a device it will install that driver again, a driver that already have been installed in windows and will pull that from its driver library.
