From past experiences, they are usually licensed to the franchise owner. Look for a plaque near the registers or somewhere close to the front of the restaurants with the franchise name or "owned and/or operated by...".

Use the FCC search to search for the franchise name. You may need to match up the franchise name with the address to where it's licensed to with the address of the target restaurant. Make sure you include expired licenses in the search; some forget, are lazy or just don't know they expire.

Also, doing some visual monitoring with a scanner set to search, see if you can match up the window person's mouth with the audio.
