My favorites list below: Questions:
1) What are the empty entries Favorites 0, 1 and 2? Not sure how or why I created those.
2) Am I limited to 0-9 Favorites Lists?
3) How does quick key work?
I suspect the structure I made may be limiting me. I did this years ago, and just now updated my firmware and database so time to relearn the correct way.

Actually, you can have up to 100 sites, using Quick Keys 0 through 99.

In total, you can have up to 256 Favorites lists, but only 100 of them can be assigned a Quick Key number. You cannot have more than one list assigned to a number. So, besides the ones using quick keys 0 up to 99, you could have another 156 lists, though you could not assign a Quick Key to them, if 0 through 99 have already been used/ Also remember that the maximum size for a Favorites list is 1 megabyte.

You can have a "great number" of Favorites Lists. Favorites Lists can be no more than 1 MB, which is a lot of stuff.

As noted above you can have 100 Favorites List Quick Keys (0-99).

I'm a little shakey on this- In the beginning, you could only assign 1 Favorites List per Favorites List Quick Key, but that may have changed.

Quick Keys are a means to turn something on and off quickly. (there are three levels of Quick Keys: Favorite List, System and Department.)

To toggle a Favorites List Quick Key, while the scanning is scanning, press the FLQK then e/Yes.

It has not changed. You are still limited to only one Favorites list can be assigned to a given Quick Key number. While Sentinel will let you have two or more lists, with the same quick key, when they are written to the scanner, via Sentinel, only the first one loaded will retain the Quick Key number. Any other lists, after the first, that use the same QK number, will, instead, be loaded in the scanner with no Quick Key number assigned.

Once I got the hang of it I kept favorites list consistent from radio to radio, using my own abbreviations for different areas.

Favorites list one would be a conglomeration of local disciplines primary dispatch. I use list number two as Air OPS's, list number three is always Burco or Burlington County, four is always Mercer County, five is State Police and other state disciplines, number 6 is Philly, number 7 is Montco or Montgomery County, number 8 is always vhf marine radio and CG conventional p25 digital, number 9 is regional Railroad.

I've kept that pattern for a long long time, way back when trunking radios first came out and weren't Alpha numerical.

Gives great quick access to what you need using consistent favorite list titles easily remembered.

I am still confused as to how to get 100 favorites and what the hierarchy of the favorites structure should be to accomplish this.
