Last Wednesday/Thursday I had a lot of encrypted P25 traffic suddenly show up on 163.900. Sorry, can't read NAC's. Sounded simplex, traffic pattern could indicate a rolling surveillance in the Oro Valley/ North Tucson area. I know that back east these 163's were always FBI.

Good find! This might be a repeater input per the Federal band plan. Search 169-174 and see if you can find a matching repeater output. NAC would help to better identify the possible user.
162.0500-166.4875 Mobile/repeater input
166.5000-169.5000 Unpaired single frequency systems
169.5125-173.2000 Base/repeater output
173.4000-173.9875 Base/repeater output
(Note: 173.20375-173.39625 is a non-federal band)

NAC would help to bring it more to a 95% confirmation, followed by Radio ID

Also keep in mind NOT all agencies have done the NTIA channel formatting, there are still plenty that are way behind or got
a. extensions or b. exemptions
