There are no coordinators that are employees of the FCC. Business is coordinated primarily by PCIA, Personal Communications Industry Association, I don't know if their phone number has changed, but it was 703-739-0300.
Local Government has several coordinators authorized by the FCC, the largest being APCO their phone number is 888-APCO911 or on line at apcointl.org and click on frequency coordination.

Businesses don't nurmally get licensed or operate on public safety frequencies and vice versa. Start by talking with the Monmouth County Communications Officer. He can make appropriate referrals and has to know what's going on anyway.
