I am sure this has been asked before.... I have a permanent disability that allows me more time to listen to the radio, so I thought I would explore some Federal frequencies. Sorry about the newbie question....

phase 2 only comes into play with trunk systems. All conventional repeater use is FDMA

VA Hospitals in my area have limited Phase 2, but most feds are Phase 1

For phase 2 the system must be a trunking system (which is dumb) . There are advantages to phase 2 in that fewer RF channels are required freeing some up for integrated voice and data. You should expect Phase 2 in Federal. Also expect AES 256 encryption for the critical communications.
