Yes - ICE - Sadly 100% ENC
163.7000 is from RI
171.9625 is in Plymouth MA

You made a typo 171.9825 is not valid

I'm getting 2 linked frequencies in the Boston area, 163.7000 and 171.9825, both using NAC 200. AES encryption is in use. Could this be ICE?

OK, so they are on a Part 90 Trunk then, not NTIA (Federal) Frequencies.
Fort Mojave Indian Tribe Trunking System, Fort Mohave, Arizona - Scanner Frequencies
WQRL704 (FORT MOJAVE INDIAN TRIBE) FCC Callsign Details

159.2200 is likely bleed over from 159.2175
155.2375 is likely bleed over from 155.2350

So the System ID is 70A and the NAC is $70A

You might want to check out the other Part 90 licenses for the Tribe
License Search Results

Generally, (limited observation) the Tribal Authority gets NTIA frequencies.
The few execptions have been for Casino and other Business Ops.

"ClearTOK Interoperable Communications Radio Project:

From a Tribal Homeland Security Grant Program (THSGP) the Fort Mojave Dept of Emergency Management developed and implemented the FCC P 25 Interoperable Radio Communication Land Mobile Radio (LMR) systems for the Tribal Police Department which is a simulcast trunk fiber optic redundant system. With the fiber optic trunk system multiple “talk channels” will be issued to departments within the public safety arena and eventually to all key departments. There are (74) handheld radios and (74) mobile radios available....

The Department of Emergency Response (DER) is the grant recipient and administrator, upon completion in Sept 2014 the project will be turned over to FMIT Telecom as Owner/Operator of the ClearTOK project. FMIT Telecom is responsible for operating and maintaining the ClearTOK project.

The Tribal Police Dept operates public safety interoperable radio communications through a tribal owned VHF radio license. Coverage is with a (3) repeater site configuration at Mesquite Creek, AZ Village and AVI Casino with a dispatch center at the Police Dept and (2) portable dispatch units. Tribal Police Dept is issued (40) Handheld radios and (35) mobile radios. (See ClearTOK Manual for complete operational details). Tribal Police contract internal communications program maintenance and shall work with the Owner/Operator outside the internal operations in correcting deficiencies.

DER is the tribal emergency management department and responsible for all emergency operations and events occurring on tribal lands. DER works with all regional, state and federal agencies in emergency management. DER has (10) Kenwood analog handheld radios and (1) mobile analog radio which are operable through the P 25 gateway plan. These radios are used in conjunction with the EOC and field communications.

Talk Channel Assignments: The Fort Mojave Radio Project Committee (FMRPC) shall assess and assign remaining EF Johnson handheld and mobile radios out to prioritized intended public safety users.
P 25 Gateway Capability: The ClearTOK P 25 project has “gateway capability” meaning, internally from the ClearTOK prospective, ClearTOK talk groups can communicate with other regional emergency communication systems through P 25 “gateway pathways”.
Regional Gateway Capabilities:

Fort Mojave Fire Dept (Contracted Fire Service) (VHF)
Bullhead City HAZMAT Team (Through FMFD) (VHF)
Mohave County Sheriff Dept (VHF)
Mohave County Emergency Management (VHF)
AZ Public Safety (800MHz) San Bernardino County Sheriff (800MHz)
Clark County Sheriff (800MHz)"

However google returned
http://tribaltelecomconference.com/...TTC2013-Emergency-Preparedness-Johnson-02.pdf

Keep in mind, that many of the grants are thru FEMA altho the parent agency of DHS gets most of the press.

Homeland Security gets thrown around so much, it is like black flies in the spring

The NAC of a TRS is generally built off the SysID, so the likely answer is Nope
SysID = 8B9 NAC = $8B0 (each site could have this, or a different NAC)

This is a New System, your the first one

he NAC of a TRS is not like the NAC for a Conventional Network, where it can help ID the user agency.

I wouldn't think this is USF&W.

They were purchasing or talking about purchasing items from a crew that would sell to anyone....

That Frequency / NAC combination has been around (AZ) since at least the 2015 Superbowl, but no Agency determined.... Could still be USF&W.... sounds like you have plenty of monitoring to do on this one...
