Has anyone seen the MANUAL OF REGULATIONS AND PROCEDURES FOR FEDERAL RADIO FREQUENCY MANAGEMENT? Looks like there is very little useful information in it to me, am I missing something?

It's full of useful information unless you were expecting something like agency and location specific frequency lists.

Keep in mind it is a reference and there are exceptions, when applied for/implemented

It provides guidance to federal government frequency managers on frequency assignment, tech requirements for equipment, frequency usage. It's not really for use by civilians that are not engaged in frequency assignment duties for the federal government. There are band plans and frequency usage charts that might be of interest though.
