I don’t know anything about train radios. Is $1200-$1300 a reasonable price?

That seems like alot. Just quickly perusing FleaBay I see two Clean Cab Spectras for under $100. I'm not sure about other locomotive radios, but a Clean Cab Spectra will run on 12VDC.

Don't waste your money. Those two railroad Spectras on eBay are listed as-is; they're missing parts and are clearly beat to death.
