I'm hearing some flaggers utilizing 8TAC91 right now. I find it odd because I thought that was meant for public safety use. What have you heard flaggers normally use in your area?

In my area I have heard suspected MDOT flagger use of 8TAC92 and 94.

In Indiana INDOT flagged use the 8-Tac direct channels for flagging, and have been for at least years. They use the State 800 mhz trunked system for normal operations and the 800 mhz are programmed in their radios as well.
