Encryption has been here (Florida) for a LONG time. The ability to listen to LE communications is fairly limited in nearly all the large cities - and a good chunk of the rural areas with the notable exceptions of Broward and Metro-Dade - even though several of the mini-cities inside these counties are 100% encrypted.
Volusia is probably next to 'flip the switch' as they transition to P25 in the coming months.
First tip. You should to devote a scanner bank to the Interop frequencies >> National Interoperability (United States) Scanner Frequencies and Radio Frequency Reference
(I would leave out importing the UHF Med stuff unless it is still actively used in your area)
Second tip. If you are near one of these PSIC sites >> Public Safety Interoperable Communications Network (PSIC) Trunking System, Various, Florida
I highly recommend you scan the ISSI, Interagency and the PSIC regions talkgroups (or just leave the system in ID Search on a 436/536 or SDS series Uniden scanner)
Third tip. If you are in Orange or Osceola county, I recommend you scan the Osceola P25 system >> Osceola County Intergovernmental Communications Trunking System, Osceola County, Florida
with TGs 113 (Osceola County-wide Net), 125 (Osceola Fire Tac 5 - Major Events), 183 (Osceola LE Net), 185 (Osceola Fire Net) in your scan list.
