forum jump function

I belong to other forums who use v bulletin as their system. On those forums there is a forum jump drop down selector so you can skip around the different areas. Once you get to the bottom of the page you can go anywhere on the forum. it's a nice feature. On these pages I scroll to the bottom and click on "top" to get back up and click on a blue link to move around. Is this an option that can be added to this great web site?
Since I'm not great at navigating my way around in creating a web site I don't know if it's just something to be clicked on to activate from the administrators pc.

I am FAR from a computer savvy person. Could you explain it better please. I've been using the same format in auto forums and from my useage they worked well.

The jump menu uses a fair amount of server resources, especially because RR is a large board with 140 forums. Each time a page is loaded, the database has to be queried to populate the jump menu list. Given the high amount of users and activity on a busy site like RR, that server usage is noticeable. So the menu was disabled to give overall better performance to the site.
