Chances are you're either on the outer fringes of the system's intended coverage area and/or only within range of one tower on the cell.

Try deleting all of the frequencies in the site except for the 4 control channel capable frequencies. The scanner can find the control channel easier if it doesn't need to search through all of the voice frequencies.

In the scanner menu, under Settings, you can also set the P25 Threshold. Change it from Auto to each of the manual settings to see if it improves decoding.

On the BCD325P2, you can press the volume knob followed by FUNC followed by the volume knob again to access the digital decode error rate on the scanner display to determine which manual setting gives the best decode. Pick a busy talkgroup and hold on the same talkgroup for all of the digital decode tests.

Did that just now and the error has dashes. Says 6 man

So now it's simulcast issue. But the other vhf p25 conventional channel is 154.875 that i have a problem rx'ing is error rate is between 50-110.

You are still having a problem decoding the control channel on the trunked system. Run through all of the manual settings for the threshold and see if you can get an error value. You want to be as near to zero as possible. You are having the typical symptoms of simulcast distortion.
