From the Fremont Patch:

The Fremont and Union City Police Departments are ready to begin the first phase of contracting Union City dispatching services through Fremont Police Department’s Communication Center. On January 20th, the Fremont Police Department will begin dispatching calls for service to both Union City and Fremont residents between 11:00 p.m. and 7:00 a.m.

This phase is anticipated to last through mid-2016 at which point Fremont Police Department will manage dispatch services entirely for both the Union City and Fremont communities.

There will be no impact to police services in either city and residents can expect the same quality of service from their police departments. In addition, Fremont and Union City will benefit from an estimated $400,000 each in personnel cost-savings annually.

Residents should still report emergencies to police by calling 9-1-1 and report Union City non-emergency incidents by calling the Union City Police Department’s non-emergency phone number at (510) 471-1365.

Interesting. I wonder if they will combine units on one talkgroups or patch existing together

I think they will run a separate dispatcher on their existing tag. From what I read, much of the cost savings comes from U.C. not having to update their software and consoles. Apparently FPD has room to add positions. I'm guessing the the U.C. and Fremont dispatchers will cross train to learn each others positions, using the mid shifts this coming year to do so.

It sounds like they may be dispatching UC units on the same FPD TGIDs. I just heard a dispatch for the address "37479 Alvarado-Niles Rd" on Patrol 1. 2 officers were dispatched with the "4A" identifications.

I wasn't listening too intently today but maybe they are combining Fremont and Union City TGIDs during slow or night times and then separating them during the day when it might be busier.

Edit: Well after a quick google search I found this article.

"During this initial phase, Fremont and Union City will join forces for emergency calls during a single shift -- from 11 p.m. to 7 a.m. They then will resume separate dispatch services during the other two shifts -- from 7:01 a.m. to 10:59 p.m. each day"

I'm hearing encrypt calls and replies from Union City and ACSO 1 today @ 12:50. Although my GRE800 isn't showing any encrypt signal, just a tag but no audio

When I get tags but no audio its usually because I am messing with my antenna setup and the reception isn't good. The scanner will know that someone is there but it won't receive the audio.

Must have been this one detail that both Union City and ACSO was on. Both now seem back to normal.
