That looks like the FRN number which is the registration for all licenses under that licensee.

i drove to this tower and found that number. i t belongs to arkansas state police.fcc info says the tower was built in 1998, but the tower has never been usd. would like more info.

The number you found is the tower ASR (Antenna Structure Registration) number. Shows to be just north of Monticello. The actual tower looks to be used as a microwave link using license WNEX512. You can lookup that license on the FCC ULS search and there is a PATHS tab that will show you the registered microwave transmission path.
