Fulton County Test Transmissions on TG 32277

While listening to Broadcastify STARCOM21 recordings today, I came across a series of transmissions from the past week or so on TG 32277 consisting of a steady alert tone followed by someone saying (what sounded like) something about a test for Fulton County police scanner, Open M.A.C. and Broadcastify. The person speaking sounded rushed and nervous, the audio was fairly weak, and a number of transmissions were made in the very early morning hours. RID shows as "0".

On 7/5 he called it Fulton County EMS Channel other than Fulton Police scanner, Open MHZ & broadcastify
I believe he said something about the EMS channel being back in service. As I mentioned, the person making these transmissions appeared rushed and nervous, and the audio levels were low. I had to listen to the recordings a number of times to get what I passed along.

Now that I've listened to it a few times it doesn't sound digital whatsoever there was a guy broadcasting analog to calls on one of the KaneComm Fire TGs a while ago and this sounds like that. The Freq that's showing up is 153.4675. so I'm guessing this is a user broadcasting this
