Garmin Rino Decoding

If anyone's interested in trying this out I made a position, message and poll request decoder for the Garmin rino. It places decoded callsigns and their position on Google Earth.

For SDRConnect only tested in a fairly quiet RF area on a RSP1A and built on ubuntu.

The linux version works best, windows i haven't had much time to work out its issues but it does work. I could get it to decode about 1km from my sdr through fairly thick trees, your mileage may vary.

For the best result make sure you set your location in the settings.json, everything else should be fine as is.

I've added SoapySDR support for both Windows64 and Linux 64, only tested on a RSP1A but it seems to work.
