Does GE/Wabtec have a schedule or anything on what days they use the test track, or is it just once there is something ready they hook it up and test it?

Not sure about their facility in Erie, but locomotive movements (as well as moving locomotives around on the transfer tables) at their facility in Fort Worth, Texas is "as needed" and not on any schedule.
Looking at licenses, the Erie facility has 160.035 (not aligned with the AAR channel plan) licensed for "Locomotive Testing" so that would be something to monitor, and activity there would possibly be tied to that testing.
The "move as needed" tends to be typical with most industrial rail operations.
