I believe something changed recently in Windows 10/11 with how they handle Location Services systemwide if you don't actually have location permissions on the system-level enabled. Prior to recent weeks, if you didn't have locations permissions turned on in Win 10/11 settings, but then used (for example) the RRDB Nearby feature, it would still "locate" you by other sources (likely your I.P. Address) which can narrow it down to a city/region. Within the past few weeks, this no longer works unless you have location permissions turned on in Win 10/11 systemwide settings.
