Can't seem to find any frequencies, for instance streets, utilities, etc.

I looked under TOPAZ - zip. FCC shows MW licenses under Town of Gilbert, AZ - nothing mobile. NXDN - nothing. DMR - nothing.
If you have the "Close Call" option on a Uniden scanner, it might be worthwhile to find the "City Yard" and park just outside at start/end times of the day to see what you can catch.

I'm sure they are on Topaz just a matter of listening during the day when they are most active. Make sure your in ID search mode vs ID scan (if your using a Uniden) since you will be looking for unknown talk groups.
Interesting. I did an internet search and came up with nothing. Another idea = if you see one of their trucks someplace, ask the workers what they've got or ask to have a peek inside. Most times, you can tell by the equipment what band, etc., they're using.
