I was checking my radio gear, my Kenwood TM-V7A doesn't have it. All of the newer Icoms (2100, V82, F30GS, F43) present do have it in addition to my Uniden 898T. Wonder if it has quietly become a standard tone?
I don't know how you define "standard" but 206.5 is a has been a Motorola PL tone since I got involved in radio in the 1950's. I don't know why some scanners would not include it.
The 206.5 hertz freq is not on the original list of EIA standard tones. I don't know why but it could have been a problem with the original reeds falsing on 203.5 hz.

I think most people in the communications industry use the EIA list of standard and non standard tones. Using this list one would find 206.5 listed as a NON standard tone.
Since you've been involved in "radio" since the 1950's your probably well aware of this list.....
A simple Google search found the following list for you:
More research shows we are both correct. It looks like Motorola used it as a PL code and it is listed as such on the chart I googled but You are also correct that it is not recognised by Icom or Yeasu or eia as a "standard" tone.
I guess after 50 years in the business I should know better than make statements based on my memory and only one reference! Thanks for the information.
