Unfamiliar with that area, but know DMR overall. If they are using a repeater, they may have RAS implemented. If that’s the case, you’ll only be able to listen via scanner or SDR. Without the RAS key, radios are SOL.
Why do you think it is TG9008? That would be a very unusual TG for a conventional system and it would not necessarily be SL 1. Did you try "wildcard" settings for TG and SL. He's likely thinking that 9008 is the TG, because he's seen it used heavily in Connecticut. 9008 is used in CT because one of the larger radio shops, in the state, Northeast Communications (NorComm), uses 9008 a lot there as the sole TG on conventional systems they install. Quite likely. Gore mtn is one of several locations. I don't hear them from gore mtn in northern clinton county, but I do hear the whiteface one.
The frequency the OP is hearing is licensed to the Gore Mountain Ski area for DMR or analog, he says they are using XPR7550 DMR radios, and he seems to have confirmed he is hearing the ski operations. So Essex County P25 use at the site is not relevant. The only thing in question is to determine the correct DMR settings.
