All my other banks work in the 850's/860's. Yes weather works. I only have trouble with Greeley & Weld County.

That's so strange as it sounds like your PRO-96 and PRO-106 work fine on the Weld system.
I really don't know what else to guess. Possibly someone else will have some suggestions.
can you send me the zip file but if it is from radio shack back in 2007 it says 404 page cannot be found I wish they were another place to get DSP 1.4 Yes 96/106 works great and 96 has 1.4 and 2096 quit I went to 1.2 now I can't get it back to 1.4.

What is a dropbox? Can you send it to me or do you still need my email address? I did miss with the antenna and 2 times I got 853.3125 no voice The percentage was 00 Percent.

From our discussion offline, it sounds like you have received the files you need and have upgraded your scanner back to version 1.4 which did not assist with the problem.
With the added details, my guess is the affected scanner is not out of tune but suffering from poor reception for some reason. Possibly a broken antenna connection in the scanner is to blame or maybe the scanner was too close to a two-way radio once when it was keyed up which could have damaged the scanner. In any case, it sounds as if it either needs repaired or replaced.

Project 25 Phase II is your answer. your never going to hear them with those old radios

The Front Range system is Phase 2 capable but all of the Weld County talkgroups are currently Phase 1 which the PRO-106, PRO-96, and PRO-2096 can receive. However, 3 of the Weld County sites use 700 MHz frequencies which the PRO-96 and PRO-2096 cannot trunk track.
