Well, technically I don't think I was suppose to keep the files. But I could scan them into my computer...
I guess they couldn't get enough VHF frequencies to do the DMR thus they have to go the 700 mhz route (and find money to do that).

The onus is on the agency to prevent records from being released. Once they release it, its completely fair game.

very true! the pdf may be too large for me to upload. But giving it a try (seems to be failing though)...it is 44 pages and 21 mb.
all I know is their FCC license request is way different than this.
