If I recall, there was discussion with West Hartford back when they were setting up their system. Since one of West Hartford's licensed sites is next to Hartford's at the top of Hartford Insurance, the coverage could be the same with some changes (I think they have a directional gain antenna at that site now).
Saving taxpayer money is not a priority in many, many cities and towns in CT. Although Hartford is including the schools, smart move as the majority of tax money goes to them anyway.

My own personal opinion, it wouldnt be a bad idea for them to combine forces. Heck, they could even get wethersfield on board with it too, theoretically. Another harris p25 system.
At a minimum, roaming would be a plus, just for mutual aid purposes, or areas of poor coverage from one, might be filled in by the other.
I haven't looked into hartford's plan at all though, so I don't know what the intent for the system is, if it is going to include fire or not, etc.
I'm only speculating something that I think would work (I doubt itd be easy to convince a town to give up total control of their system)
