Welcome to RR. Your scanner has 10 banks that hold 20 channels each. That makes it one of the easier ones to program. You can get all the local frequencies here:
Luzerne County, Pennsylvania (PA)
Just pick the agencies under description, and enter the numbers in the frequency column. There are enough there to fill 200 channels, but I don't recommend you fill them up right away. You should study the agencies on that page, and decide which ones you want to monitor. Then try to organize them into groups of 20.
For instance, you might put County and local PD in bank 1, and County and local FD in bank 2, with seasonal things such as Game and Forest (see
Pennsylvania Scanner Frequencies in another. The reason for choosing a particular type of bank scheme is so you can turn banks on and off in order to concentrate on an area (the county has PD and FD zones,and frequencies for each (see zones under descriptions, and see:
Luzerne County Zones and Codes for what towns are in in each zone). You might want to concentrate on function, like PD, when things "heat up", and you can turn off the other banks easily. Also, you won't waste scanning time on Game or Forestry when they are mostly active in the spring and fall.
