That would appear to be the case according to the database, looks like Okaloosa has a lot of documented groups on SLERS EDACS that aren't encrypted, assuming they haven't migrated to a new system or something.

What you will need to monitor them is a scanner with EDACS Extended Addressing capability and Provoice support. Warning though, I've seen where some scanners (or maybe all of them, idk) charge an extra $50 or something for a Provoice license. Alternatively, there is software available if you have any SDR stuff that can decode EDACS EA and Provoice audio decoding for free, but it does require a bit of set up.
