Help identifying Frequency

Looking to find out who or what agency operates this Data Channel in the Santa Clara Count area 454.8125 this is some Data but it was as wide as a barn door
Any help would be appreciated ...

Closest licensee I was able to find was KWU510, Site 3 in Santa Clara County with a 12.5 khz offset each way (454.800 & 454.825)

That makes sense. 20KHz channels spaced 25KHz apart. Couldn't find anything about what the emission was, but digital makes sense. They have a site above Milpitas running 100 watts on each channel.
