Help using a scanner.

I just got the radio shack pro 197, programing software (win500), radioreferance subscription, usb data cable, and an antenna. I have programmed in all the frequencies that were provided in the database for my area.

The dispatch is encrypted. When I listen to the scanner I only hear short transitions and not the whole conversations. I can't really make up anything that is going on. I see an ambulance pass by my house and I didn't hear what this was about. What else should I do with my radio to get better at this.

Should I search some frequencies? Is there more frequencies that are not in the database?

How can I make my radio pick up all of those local police frequencies?

I have downloaded all that there is in the database for this area.

Take a quick look at this guide, maybe you missed something when downloading from the database.

First of all you're mixing apples and oranges here. What exactly is your problem? All I can gather is you're trying to copy encrypted transmissions when such is impossible so you may as well delete those channels. As for other frequencies you're leaving me clueless, I just can't seem to grasp the concept of ALL frequencies in the database for your area being encrypted.
