help with 996 phase 2 scanner

Hi. I hope this is okay for this forum. I live in Virginia but am close to the Tennessee state line. I have a 996 phase Ii scanner. I am unable to pick up Sullivan County police fire and ems. I am able to pick up Kingsport city and Bristol. I am blind and can't see the screen on the scanner. I know that it should be able to pick up Sullivan County. I am not sure if I have the wrong repeaters or if it has something to do with settings. Is there someone on this list who lives in Sullivan County that could help me out? Any help would be appreciated.
