WS1040: help with programing

This is my first scanner and I downloaded both of the FTDI USB drivers D3XX and VCP. When I connect the scanner and nothing happens. Do I have to pay for a subscription to RR. I thought it was free and easy. Silly me, I thought I just had to download and plug in and I could program the scanner. What am I doing wrong or is that more of a complicated question than I realize. Any help will be welcomed.
