Help with Programming - New to Scanners

I have just got a Radioshack PRO-164 for Christmas and am having a hard time figuring out how to get this thing programmed for local police and fire, etc. I have done limited research which I guess explains my ignorance.

I live in Chesterton, IN and have the ARC300 software. I have my scanner communicating with my software and have been able to do some programming from frequencies on this site BUT still am not picking anything up!

Can anyone assist me with a local .BIN file or something else to get me started. I am LOST. Thanks in advance for your help.

It looks like most public safety in Porter County is utilizing digital. Unfortunately, I don't believe the PRO-164 is a digital scanner.

How do you know that pOPorter County is digital? Im starting to learn quite a bit thanks to the help here.

Usually it's through someone monitoring the system in that County. Looking at the RR database, it's an either or situation for me because I'm in the South.
It says Talk Groups have been assigned, an the SO is taking over dispatching...
Monitoring it is the only way to be sure unless somebody already lives in the area knows.

If you will look at the database for Porter County in Northwest Indiana. look for a (A) for Analog or (D) for Digital.Indiana State Police Dist 13 Lowell which covers Porter County is Digital except for 155.370 point to point and ILEEN 155.475 and IHERN 155.340.for the Hospitals in Lake County.
