Is there anywhere I can send my ws1040 to get programed that's reliable?

Well I bought this radio to listen to local police, fire, and sheriff but I think there all phase 2 so I'm kinda screwed. Des moines ia Ankeny ia, and polk county ia

You bought the wrong scanner since it is only phase I capable. If you recently bought it, send it back asap.

Under Mode if it shows T, its phase II and in the clear, a TE means encrypted.

Phase II scanners - Uniden 325p2, 996P2, home patrol 2, 436hp, 536hp, sds100, sds200
Its also showing Polk is simulcast, multiple towers, the Unidens do better with that and the sds' while expensive, are designed to work perfectly. with that. 325P2,996P2 need to be programmed, while the their more expensive can be done with zipcode. Most times the database for the radio will be usually years out of date and will need to be update on a windows pc and Sentinel software.

Whistlers trx1, trx2 dont do well in simulcast usually unless your lucky to be in a good location.

Norwalk, in Warren County to your south, is listed as still using P25 Phase I (signified by a D in the mode column by the talkgroups). In Polk County, Clive, Urbandale, West Des Moines, as well as Westcom (which apparently handles dispatching for several smaller towns), are for now, still listed as P25 Phase I. But most everything else around you is Phase II, which, as already noted above, your WS1040 cannot receive. So, for now, there are a few limited systems that your scanner can deal with, but at some point, I suspect that everything will end up being Phase II. No mater how your scanner is programmed, whether you do it yourself, or send it to someone like ScannerMaster for programming, that still would not enable you to monitor the Phase II talkgroups.

here's everything that's phase II it wont get in Polk County. As mentioned its a matter of time till they go phase II I imagine.
Question for those in the Iowa forum.
Then I will restate that your in a simulcast area, if your really close to a tower it helps, but its all about location. One day it might work, next it wont, thats simulcast for ya. What I have seen here is in nearby 4 tower systems whistlers dont work. People report no reception after a couple days. See: WS1040/WS1065 vs Simulcast 800 -> this was before the sds' and disregard message #7 they didn't pursue it.

Your in a 9 tower system, so this is all on paper.

I'd program it asap to see if it works, if your still in the return window can still do that. If it was me, I'd see only able to get 2/3 of the county with strong potential of marginal reception, I think I would go the uniden route, my 2 cents.

I'm totally new to this Digital stuff, a few years back I could hear everything on my analog scanner then everything went silent, come to find out everyone went Digital, I put off buying a digital scanner because of price and when I finally get one it's the wrong one for my area

Correct, but those in message 9, disregard putting in since it's phase II.
A LOT of people I have dealt with look at scanner prices and I'm sure see $100 vs. $400, well of course get the $100 one, course those prices its not digital.
I'm guessing you and your far from not alone looked at prices too, $280 or so vs. $400 and up?

You can look at youtube videos on programming ... yes confusing, but your premium and can use software to program it.
