Fulminate detonator caps can be sensitive to triggering by RF and you have absolutely no clue how these units might later be used so the risk that some issue occurs is pretty high.

They had used those transmitting Icom radios for 10 years while its explosive lay dormant just waiting for the trigger command.
Israel are probably the most high tech and knowledgeable country in the world when it comes to software controlled electronics. I was working with them when developing encryption software for radios and they really know their coding and application stuff, contrary to asian guys.
