HF Monitoring Oddities

Hi: 2021/08/24 0515 UTC 8281.23 USB : Lot's of chatter, whistling, etc! Not very strong in Jersey. Sounds like Spanish. Anyone get a strong signal?

Weak here in California from 0650-0700 UTC. I also hear way too much whistling. It is not tuning up whistling, nor whistling a particular tune. It is more like intentional interference. I would guess Spanish as well, but most signals are weak. There are people talking over each other as well, or more like repeating something from time to time. It's a mess.
