I don't believe the HP1 comes with a card.
This is an option to provide additional memory for storing favorites lists and recording transmissions.

It does indeed come with a card and it isn't an option. All the data for the radio is stored on the card.
UPMan or someone else may be able to better answer, but I would imagine you can create a new setup from scratch using any old microSD card. In fact, I'll try to do so right now with my own.
I put a blank 2GB card in one of my HPs and powered it up, and I get the "error" message on the screen suggesting that I remove power and restart, and if the problem persists, to reset the scanner using Sentinel's All Clear function.
After messing around for a bit, pulling the power (leaving the batteries out) and the card and putting them back in, with a USB cable connecting the scanner to my PC, I managed to get the HP1 to go into Mass Storage mode. From there, I had to go into Sentinel software, then the HomePatrol menu, then "Clear User Data" (it's not named All Clear in the software, of course).
Once you get to the "Clear User Data" screen, you will probably have a blank window titled "Select HomePatrol microSD". Click on the "Display All Drives" checkbox at the center bottom and the microSD card you put into the HP1 should show up.
Click "OK", and OK or Yes to the following two dialog boxes that warn that your HP1 will be erased if you proceed. You should then get the "Writing to HomePatrol" window, with the green bar showing progress.
After a couple of minutes, the progress bar finished and "Finished Clearing User Data" came up. I then disconnected the HP1 from the USB cable, and it started up as if it was being run for the first time.
That should get you started. For interest's sake, I have successfully used up to a 32GB microSD in my HP1 radios.

I wonder if there's something on the card that's needed the very first time around for the "handshake"? In your case Jay, you used a blank card, but is it possible that what was needed was already stored on your PC from a previous connect? Either way, the very first thing that the OP is going to have to do is download the Sentinel software from Uniden so they can manage the HP's connection if the PC does see it. In this scenario, UPman will have the real answer.

Hi GreggO,
As Jay911 pointed out, the card isn't an option... new units absolutely do come with a card installed.
The unit will not function without a card in it.
Are you sure it's not in there? Some folks have missed it on first glance. Being a microSD card, it's pretty small, and you have to take the batteries out to see it.
It's behind the batteries on the right side as you're looking at the back of the HomePatrol.

Once you have a card in there, download the latest version of Sentinel for the HomePatrol from here:

Install Sentinel on your (Windows) computer, and connect the HomePatrol to the computer and follow Jay911's instructions.
There is no need to connect the HomePatrol to a computer that it was previously connected to for this to work. As long as there in no other problem with the HomePatrol that you purchased used, this will get you up and running.
I had to replace a card when I was on vacation (got corrupted somehow), I used a friend's computer, downloaded a fresh copy of Sentinel, and was up and running with a new microSD card in just a few short minutes.
If you have been using the HomePatrol for a while, and have your personal preference settings, "Profiles", and "Favorites Lists" saved on a computer through Sentinel, you would then need to connect back to that paticular computer to "write" those things back onto a new SD card.
