Mess with? If this repeal actually goes through, it is a GOOD thing..
It's not what they DID, but
how they did it.
I'm actually impressed that someone picked up on the "how," since this is "how" many pieces of legislation get passed, basically to keep it out of public (and media) view, like legislation for more public spending or unpopular causes.
However, in this case, since it's not more "spending" involved, and a topic no one really cares about, perhaps they saw the "virus" bill moving swiftly and decided, for political expediency and to move before a 'date certain' effecting the T-band, they'd put it on the "virus" bill to accomplish what's needed.
