I’ve been listening to Houston FD for a few months now. I was curious what the HFD OEC 1 talkgroup is used for?

I think OEC 1 is for internal use by the Office of Emergency Communications. Of the many times I've been down to Houston, I don't think I've ever heard it.

City Business, Unit to Dispatch for anything non Emergency Incident related, Radio Test in the morning changing radio alias, going in and out of service calling for a mechanic etc
