How can you program a uhf t-band trunked system?

York Co. is planning a UHF,T-Band ,Trunked system. There will be ten sites and 58 pairs of freqs.Most sites will have 5 sets of freq. and two sites will have at least 7 freqs. The pairs are 3MHZ apart. I noticed that Bucks Co. has some sites with common freq but York does not. Each site has abase freq and a mobile freq corresponding to it.
When you program a system like that how do enter both base and mobile freq? Base freq begin 500MHZ-502MHZ with corresponding mobile 503-505MHZ. I noticed the base of BUCKS CO. is the lowest freq.,spacing is 380and offset is 25MHZ. Would Yorks be the same spacing and offset. From this website I looked at but did not under stand how to arrive at the HEX and DEC numbers. The explanations are for freq in the 400's . I tried working with scientific calculator in my computer (WINXP) but it doesn't give decimal nos. only rounds it off to the nearest whole number.
I will appreciate any help and suggestions of other locations to answer my questions. I've had at least 5 scanners and I know how to program conventional system . My latest scanner is a Pro-95. Thanks for help in advance. 500York my handle

Depending on what manufacturer wins the contract for this system, will play a significant role in how you will have to program your scanner. For instance, let's assume that it will be a Motorola 3600 baud ASTRO TRS. Once the system is operational, you would have to calculate the base, offset and spacing for each site. Moreover, this would be very close to the Bucks County system, but you would be better off running "Trunker" on the system to make sure everything is correct. However, if MA/COM wins the bid and they decide to install and EDACS Narrowband system, you would have to determine the Logical Channel Number (LCN) for each site and program your radio in that exact order, with each bank being a different site.

Thankfully, you don't have to worry about how to program your scanner yet, since the system is roughly two years away from going online. Once the equipment vendor is selected, then you can plan your method of attack so to speak, on how you plan to set your scanner up at that time.
