It's not so much the fog and mist that determines where the signal goes...it's the wind that's the biggest factor. The harder the wind is blowing, the more likely it will be that the radio waves will be blown off course.

The radio waves don't really move. They stay in same spot and the earth moves beneath the radio waves until the destination is directly underneath the signal.

So 40,008 km in 24 hours = 1667km / h = 463m / s. That explains why my flux capacitor clock runs slow!
