Service types are enabled however there is no maritime service, except within the nationwide system and as mentioned it’s grayed out, indicating not enabled
Be sure your "transportation" service type is enabled.

This being a relative simple scanner it’s interesting the both maratime and weather are grayed out, whereas I can cannot hear local weather on the weather channels.

The scanner is operating perfectly here in Kona Hi monitoring Hawaii county PS.

And you did try this, only while scanning the full database?

Turning Nationwide Systems On/Off You can select Nationwide system only when monitoring from the Full Database.
Menu > Advanced Menu > Select Nationwide Systems
Use up1.jpg or down1.jpg to page and tap system to turn on (orange) or off (gray).

I suspect I will need to reset my user settings on the scanner, ( which I believe only pertains to my inputting the zip and associated data when we arrived.

if I really want to listen to marine radio traffic while here in Kona. This may bring back that national system along with weather

As a continuing hp-2 saga:

I removed the Hawaii data and reentered my home zip (Oregon) then checked the national database I was able to see both marine and weather being enabled. But still no luck on receiving, quite odd as we all know they are common US frequencies and should be receiving fine.

after inputting the Kona Hawaii location, both these nation database options are still greyed out and no receive on either.

So quite confusing as obviously the marine channels and weather would be quite active with numerous boat traffic. And of course bothe within range here in Hawaii.

Maybe there was a mistake in the manufacturer's programming?

I think I see what your problem is.

The location data for Maritime Operations (from the nationwide folder for 'the big island' Hawaii) is a point near Omaha, Nebraska, with a range of 1500 miles. That would cover the continental US, but fall short of Hawaii.

The location for for Weather Radio (again from the Nationwide folder from Hawaii) is a point east of Fallon, NV (northeast of Carson City). It has a range of 2700 miles, But the range to your location (in Hawaii) to that point is near that maximum range.

So, as far as location in the HP-2 is concerned, the data treats the Maritime Operations channels as 'out of range'. The Weather Radio channels are close to out of range.

I would suggest that you simply append those items from the main database to a Favorites list. Then set that list to not use location. You could still use the main database for the rest of your local agencies either from a list, or simply use the main database & range for them, along with the specified list for Maritime & Weather. You can select using the main database as well as other Favorites lists.
Maybe there was a mistake in the manufacturer's programming?
Bingo. You hit the nail on the head. The locations in the main database don't accurately account for areas outside of the lower 48 states. I suspect that this same problem would crop up for the more remote areas of Alaska.
