HSR DMR III & SDRTrunk

I have it working on my BCD996 P2, the LCN's were one hell of a battle. I'll upload the config on Monday if it's helpful.

So for @mapleradio scanner they'll need this for the Uniden scanner:

For those watching the thread, Uniden scanners and SDRTrunk (and probably OP25 and DSD-FME) use LCNs.

DSDPlus uses LSNs (which is what @mbstone99 has posted)

Somebody (from Canada) should probably go ahead and submit the update to the system so @mciupa can get the database updated.
