To obtain Motorola software see the Sticky in the Motorola forum.

The various other vendors often permit their dealers to sell the software online (i.e., Kenwood). Please use Google or some other search engine to find a dealer that sells the software. Typically each series or individual radio requires its own software package. Often the Kenwood software is less than $100 so don't be a cheapskate; just purchase it.

For M/A Com/Harris/GE, etc: there are two software packages that program all current and past radios. One package is for conventional programming and the other for trunked programming. The trunked package is in upwards of $2,500. The conventional package is more reasonable though is still several hundred dollars. The benefit is you do not need multiple versions for each radio (unlike Motorola).

Not sure how well it would work on Windows 10 era laptops, I'm using a 2002 era laptop running Windows XP...
There's a piece of software called Rufus. You can load that onto a USB thumb drive and set your computer to boot up off that. That'll boot you into pure dos. For my setup, that will let me run all the old RSS software.

Again, not sure how well this applies to you, but you also need to figure out the interface to the radio. My old laptop has a real DB-9 serial port, and I have a Motorola RIB. That's worked out just fine.
But getting USB ports to work with the old software can be a real challenge. I'm sure someone here has better skills at this than I do, but that's what I can pass on.

Might be worth hunting around for old laptops that you can salvage. Might make life easier.

I have used my Windows 7 64 bit, and Windows 10 64 bit Panasonic Toughbook using DOSBOX.
Both work without issue on all of my older motorola, kenwood, and icom radios. Both of my computers do have a real serial port. I have never tried a usb to serial converter. I also use ribless cables off of ebay. Ive only had 1 issue with a kenwood cable. I ordered 1 from one seller and one from another and only 1 worked. If you have any questions let me know.

Im using windows 10 with a laptop. I have not had any luck on using a usb to serial port cable. I cant detect the cable. If you can find on with a true serial port go that route. Im using dosbox and its working just no luck with the cable☹️

I use a Toughbook CF-30 with a serial port, running Win10. As suggested above, I've used Rufus to create a bootable FreeDOS USB stick. When I need to run RSS, I boot from USB. I use a serial RIB for programming, with the proper cable (not a ribless cable).

I used DOSBOX without any problem on a Toughbook CF-30 and CF-53, but have since moved to booting Rufus DOS with a thumb drive. Works like a champ; I even copied the hard drive from my old 486 machine over to the Rufus thumb drive, so I could both run all my DOS stuff but also back the whole thing up. Also using an actual Motorola RIB and cable through the serial port rather than something RIB-less.

You can't make a USB adapter work. You need either a true DOS PC with serial port or a new PC with Serial port and dosbox or similar. I use my CF-53 boted to DOS stick with a real serial port.

I run VMs/emulation to make the codeplugs from my desktop, and then I use a combination of emulation & physical hardware to write to the units.
The internet-capable hardware that I edit on is never connected directly to the radios, and the VMs & emulation / hardware that I use to connect to the radios is spun up on a case by case basis, depending on what I'm pushing bits to.

TBH, I'd find someone to do it for you for just two 30+yr old radios. It can be a cast-iron ***** for those of us who have been doing it long enough to know the pitfalls...it can be maddening to try to help someone over the internets who thinks they can do it fast and cheap, and be successful.

There are a couple of things you can do to get USB --> serial working with dosbox on linux, but not on win10 like you are using. Thankfully that's because in Linux, everything is a file.

[edit] ...and by working, I mean usually works. I've read with RSS in dosbox on linux to pull a codeplug out, but it can be a fickle mistress.
