Location is everything. Are there any tall structures between you and the target area, that could
help block the signal? How is the elevation? We are talking about 700/800 MHz here, 28 miles is
an awfully long haul for 800 MHz. MARCS is a statewide system with broad coverage. Smaller area systems
such as Huron County and Lorain City are not designed for their signals to travel much beyond their intended area.
If you click on the sites it will show you the average range from center of the system. In this case Huron is 16.1 miles and
the Lorain 5-City system is 18.23. Despite using the Remtronix 920S (I also have one), you are on the far edge of those
systems. I can think of a couple of things to try
1. Since you are using a handheld, you can move about your QTH and find the "sweet" spot for best reception.
2. Get a Yagi antenna that you can point toward the exact system tower you want to receive. Of course this
will probably limit you to receiving one system at a time.
Beyond that, without moving closer to them, that's all you can do.
