With Uniden scanners I've found when an I-Call is taking place the scanner hears it but as soon as the PTT button is released by the caller or any radio that is transmitting the scanner immediately returns to scan without holding for x amount of seconds for any response or other transmissions. Why is this?

If I save one or both of the UIDs as a TGID will that stop the scanner from hearing the I-calls from that UID or will I still be able to hear the I-calls with the added functionality of choosing a delay?

Program i (small eye), 0 (zero), i0...rename it "Private Call" (or anything you prefer) give it a delay (of your choice) and anytime a Private Call is occurring, it will stop as any other active Talkgroup will. You can press channel/hold and it won't scan. I use this method all the time.

Ah ok so just a zero and it will fix the issue? Cheers, didn't think it would be that easy lol

Not really. Private calls are only sent once at the control channel and when the call are ongoing there's no need to repeat that info on the control channel as there's no one listening for it, except scanners. If you scan the voice channels, like Whistler do, you will catch all private calls, but a Uniden scanner needs to be at the control channel at the exact time when the call are set up.

I've come across "late entry" (middle of conversations) Private Calls on more than one occasion if that's what you're referring to. That's why creating a Talkgroup specific to Private Calls might be the answer to the OP's question, and since the system sees an active Talkgroup that's programmed, it will stop on it. Similar to a Police Talkgroup that's programmed and active, and the scanner will hold/stop on it.
