I am not familiar with Apple products so hopefully someone here is. I am looking at getting an itouch for my Uniden scanner. Can an itouch 4 be upgraded to iOS 7 or 8? How about a touch 5th gen?

According to https://support.apple.com/kb/DL1682?locale=en_US a 5th gen iPod touch is required for iOS 7
