Identify a CC signal

Hey folks,
Anyone up to trying to identify a signal? I'm not sure if it's a trunking control channel or not. It's evaded all my attempts to decode it. I stumbled across it while playing with my new SDR. Tried having the HP1 decode it in either Motorola or P25 format, same with my PSR600.. no dice either way. I fed it in to my computer via "discriminator tap" on the PSR800, both into DMRDecode (which gave me a green signal bar in the lower left but no frames decoded, tried inverted too) and Unitrunker had no results either (not even showing NXDN or TRBO in the receiver window).

The signal was steady and unchanging over the past 90 minutes at least, which is not a big surprise as this would be a public utility with not much call for radio use this late at night.

The attached image is the scope view in UT: The link below is an uncompressed WAV file of 60 seconds of the "discriminator" audio from my PSR800, recorded with Audacity. It's shared on my Google Drive, so you should be able to access it.

Telemetry?

Yeah, I had considered that, but didn't look too deeply into any other locations with the same frequency. Industry Canada's documentation is somewhat lacking for these kind of things - the "authorized communications and conditions" described for this frequency is just "licensee's stations". That's a boilerplate description used when you have nothing else to put down.. usually fixed telemetry might say "Via ABC123" (callsign of another site), or "Licensee's RTUs" (remote telemetry units). This one is as described above with two frequency pairs on a tower known to carry other voice traffic. Entirely possible it's just telemetry, even though most of the existing telemetry for this entity is either 400MHz SCADA or 900MHz microwave transmissions. Thanks anyway.
